"Controlled substances in Schedules I and II may be distributed by a duly licensed manufacturer, distributor, or wholesaler, to a duly licensed manufacturer, wholesaler, distributor, practitioner, pharmacy, hospital, or laboratory only pursuant to an order form. This provision is complied with if the parties to the transaction have complied with federal law respecting the use of order forms. A label must be affixed to a commercial container containing a controlled substance so distributed, showing the manufacturer's name and address; the quantity, kind, and form of the controlled substance contained therein; and the identifying symbol for such substance, as required by federal law.
It is unlawful for a person to engage in the purchase or sale of prescription drugs in wholesale distribution in exchange for currency. It is also unlawful to charge a dispensing fee for dispensing, administering, or distributing a prescription drug sample; remove a pharmacy's dispensing label from a dispensed prescription drug with the intent to further distribute the prescription drug; or distribute a prescription drug that was previously dispensed by a licensed pharmacy, unless such distribution was otherwise authorized by law."
